Unlike a human strategist’s memo or report, AI’s reasoning is embedded in millions of parameters, continuously updated in response to feedback loops. This creates challenges for accountability.

Who owns a strategic mistake when no human directly authored it? How can regulators oversee decision logic that changes minute by minute? In domains such as finance, defense, and public policy, these questions will become increasingly urgent.
